Small Scale Projects

Small scale projects are the easiest to implement, as they can be started in just about any community by a small group of local citizens, without local government involvement. However, getting a village, township or city (or other local government) to participate in the program can dramatically accelerate its adoption in the local community. In part, that is because the endorsement or support of a local governmental entity tends to establish the credibility of the concept.
